Adopting of public procurement by-law acts

 

Transparency – Serbia welcomes announcement of Ministry of Finances that by- law acts, which are necessary for implementation of Public Procurement Law, will be adopted during this trimester. Although legal deadline for adoption of these acts expires in June this year, we consider that it should be done as soon as possible.

 

Strong need exists for quick adoption of new reporting forms on conducted public procurement procedures, which bidders submit every three months to Public Procurement Office, as well as acts that would regulate procurements of value between 290.000 and 2.900.000 RSD in accordance with solutions from the new Law.

 

We regret that decrees regulating confidential procurements for SIA, Police and Army in a way opposite to the Public Procurement Law are still in force. Such contracts signed on January 6th 2009 can be disclaimed and because of that it is necessary to change these acts as soon as possible in order to prevent damages to the budget.
