Coalition agreement and fight against corruption

 

Before establishing of the new Government citizens of Serbia expect to see what program and ways of dealing with fight against corruption will new authorities have. Transparency – Serbia reminds that fight against corruption was one of key activities of government of countries which joined EU in last few years, to which, considering proclaim goals future coalition stands for.

Having that in mind we are assured that it would be of great use if the coalition would supplement at the beginning coalition agreement on the bases of following few standpoints whose draft we present here:

 

  • „Signatories would not tolerate in any case nor keep in secrecy from the public and authority organs behavior which represents violation of anticorruption regulations and plans adopted for fight against corruption and which other member of coalition, persons elected at the proposition of coalition, appointed to public function, or persons close to ruling parties and their officials on other basis do. “

 

  • „Signatories will by electing, appointing, resolving and promoting to public functions, positions, advisory and executive positions in state organs, public enterprises and public institutions respect above all working qualities, expertise, achievements and readiness to protect and promote public interest and will confront to any preposition which deviates from those principles.“

 

  • „Representatives of members of the coalition would not call for immunity guaranteed by Constitution and Law in any case of doubt that there has been elements of corruption in some act, and will do everything to cancel the immunity of those suspected for those acts.“

 

  • „Signatories will undertake measurements to dispose any doubt into anyone's inappropriate influence to decision making in state organs by timely publishing who and in which way addressed to members of Coalition with bringing and implementation of regulations (lobbing), by giving complete explanations of their decisions to support or not some preposition of the law or amendments, and especially by showing with their practice that they plead for transparent and legal financing of political parties and election campaigns and bringing sanctions to those that deviate from those principles”

 

  • „Signatories will in interval of 15 days from the day of election of the Government of Serbia make groundwork for the program of the new Government for fight against corruption, on the bases of adopted Anticorruption strategy and action plan for its implementation, support securing the assets for conducting of that program and secure public insight to it.“

 

  • „Signatories will make this Coalition agreement public on the day of establishing Government of Serbia“

Although we are aware that fight against corruption can be lead even without these principles, we consider that in that case a danger would exist for that fight not to be comprehensive and efficient enough and to lose much precious time which we need for progress of Serbian society, development of economy and joining the EU.
