Monitoring of implementation of national Anticorruption strategy in the work of Serbian parliament
This project implemented by Transparency Serbia addresses the need to improve implementation of National anti-corruption strategy and action plan, increasing quality of work of National Parliament, raising public awareness about work of popular representatives and about implementation of country's anti-corruption strategic measures in general.
Corruption in Serbia is identified by international organizations (e.g. European Commission, World Bank, Council of Europe), national authorities (National Parliament in Resolution on adoption of National Anti-corruption strategy, Government in prime-minister's introductory speech) and citizens (public opinion polls) as one of major problems of society. Various types of political corruption are particularly dangerous, because of their damageable effects in process of decision making process, loss of confidence in democratic institutions and processes and loss of legitimacy of decision makers to perform necessary reforms.
This project is aimed to ensure effective monitoring of work of Parliament and in particular whether Parliament fulfils in timely and satisfactory manner its duties deriving from National anti-corruption strategy (NACS, 2005) and Action plan for implementation of NACS (AP, 2006).
It covers various aspects of Parliamentary role in implementation of NACS and AP, including:
- Development and adoption in appropriate way of anti-corruption action plan for the Parliament
- Adoption of new legislation& amending of existing legislation in accordance with NACS and AP
- Implementation of duties coming from NACS and AP relevant for all state institutions (e.g. access to information provisions, improvement of visibility of Parliament, committees' and MPs work) or specific for the Parliament (dealing with annual reports of autonomous state bodies submitted to the Parliament, timely appointment of members of independent bodies by the Parliament)
Transparency Serbia within this project will perform monitoring of parliament's work in implementation of NACS and AP; prepare and issue concrete recommendations how to improve work of Parliament in implementation of NACS and AP; advocate for TS recommendations to be accepted by the Parliament and NACS and AP to be implemented; and increase public awareness about NACS, AP and work of Parliament.
Overall goal of this project is to improve implementation of National anti-corruption strategy in the Parliament through monitoring and advocacy of civil society and media

Transparency Serbia considers Government's amendments to the Law on Free Access to Information extremely useful. However, such decision is not entirely for praise, since the draft of amendments to the same Law already exists in Parliamentary procedure. Organization Transparency -.Serbia warns the public that implementation of the Law on Anticorruption Agency, which is active from 4 November 2008, and „implementation begins on 1 January 2010“is endangered before it even started.
