Monitoring of Local Election Campaign in the Context of the Code of Conduct for Local Councillors
This project works to support the Monitoring Boards established as part of WFD's Serbia programme to monitor the implementation of the Code of Conduct for Local Councillors.
The overall aim of the project is to increase transparency and accountability amongst local councillors. The project monitors the campaigns of candidates in the Local Elections, 2008 in eight municipalities of Serbia (Smederevo, Plandište, Prokuplje, Pirot, Vranje, Arilje, Šabac, Mladenovac) . Monitoring is focused on specific issues including campaign financing and other areas covered by the Code of Conduct.
One of biggest set of problems is related to the implementation of the Code's provisions (Articles 10 and 11) which deal with local election campaigns and local election campaign financing issues. Many of MBs are composed of party members or even candidates for local elections which makes it difficult for the Boards to assess whether relevant Code of Conduct articles are respected. The Boards also lack the tools to address this problem after the election campaign is completed. In such a situation, citizens also remain unaware as to whether these important Code elements are respected during election campaigns.
More broadly, this project also tackles the implementation of local election and campaign financing regulations. For example, in the field of election regulations, there are on-going discussions about how to change the electoral system in order to foster citizens' representation on local assemblies. With regards to election campaign financing, there are problems relating to all types of elections (poor monitoring by the Republican Electoral Committee, many different interpretations of certain legislative provisions).

Besides many already existing reasons to fight corruption, Serbia got a new one – possibility of establishing regime without visas with European Union countries. Considering news from Brussels, to accomplish this goal, against which are not even the biggest Euro- skeptics, it is necessary, among other things to implement regulations on criminals' property confiscation, implementing anticorruption regulations and establish independent agency for fight against corruption, adopt ethical codes and to conduct training for servants which give away passports or work in customs, fulfill GRECO recommendations (which Serbia adopted in mid 2006) and to implement anticorruption convention of UN and Council of Europe which Serbia ratified. .» more » |

Although deadline for submitting reports on financing of campaign was ten days since the day of holding the elections, because of the fact that elections were repeated in one election unit, that deadline was extended and has expired only on February 22 2008. As some journalists found out, all nominators of candidates submitted reports, but neither parties that participated at this elections, nor Republic Election Commission haven't announced on that matter, nor made data on campaign financing available to voters. .» more » |
