Small and Medium Enterprises
Private companies have a key role in the processes of monitoring
and control of the public procurement because the process is fully
decentralized. In other words, private companies (bidders) can easily
notice irregularities being, at the same time, vitally interested
to eliminate them.
- Media Representatives
Next important factor of control is civil society, particularly
media. During the last year, public procurement issue was highly
covered by all relevant media in Serbia. However, it became obvious
that journalists needed additional training in order to make them
able for investigative journalism in this area.
- Local politicians
Implementation of the PPL as well as efficient monitoring and control
critically depend on political support coming from the top. In order
to get this support, TS plans to introduce politicians and decision
makers with potential benefits that well, timely planned public
procurement can bring to them on one side and harms that can be
made to them, such is loss of credibility in their local communities
due to poor and corrupt procurement practice. This target group
will be used as well as lobby group for promotion of PP principles
and adopting PPL amendments.
Training program would not cover purchasing entities, since
Public Procurement Office of the Government of Republic Serbia (PPO)
is responsible for their training. On the other hand, training of
other parties that have interest in public procurement, such are:
private companies, media representatives, politicians etc. is not
either the PPO’s responsibility, nor any other organization.
Also, there are no commercial companies or agencies equipped with
know how on these issues.
Estimated total number of participants is 500, i.e. approximately
30 per seminar. The estimation is based on TS previous experience
in similar activities and expressed interest from the ground.
