The prEUgovor coalition presents its latest Alarm – report on Serbia's progress in implementation of policies in the areas covered by Cluster 1 (Fundamentals), with the focus on political criteria and chapters 23 (Judiciary & Fundamental Rights) and 24 (Justice, Freedom & Security) of the EU accession negotiations. The Report covers the period from November 2025 to April 2026.

During the reporting period, Serbia slipped from stagnation into open backsliding. In order to preserve political control over institutions, the simulation of reforms was interrupted, only to be resumed through new bodies, mechanisms and long-overdue regulations. At the same time, the space for public participation is being systematically narrowed, both in law and in practice, formally justified by the need to accelerate European integration.

How are procedures being manipulated in the drafting and adoption of key bills and strategies? What do the proposed amendments to the electoral laws and the Family Law, as well as the new Draft Law on Internal Affairs, entail? How should the police’s staffing policy and conduct over the past six months be assessed? What has been achieved in the fight against corruption and organised crime? What challenges are civil society organisations and human rights defenders facing? How far has implementation of the Reform Agenda progressed? And what do announcements about the freezing of EU funds for Serbia actually mean?
