About the topic:

One of the biggest changes in recent years regarding fight against corruption is the adoption of the Law on Protection of Whistleblowers (25. 11. 2014). This Law, which came into force on 5. 6. 2015 was passed with the expectation that the protection of persons which report illegal and harmful actions, will contribute to the increased number of reporting and investigating cases of corruption.

Transparency Serbia has monitored the process of the adoption of this Law and during that course prepared specific suggestions for improving the legal text. In the past year and a half TS monitored certain aspects of its implementation as well. The study resulted in a publication that will be presented and will serve as a stimulus for discussion at the round table in the Media Center on February 28, 2017, starting at 12.00.

The key issues on which we would like to discuss are: what are the standards that proved to be good in practice and which turned out to be a problem, what challenges still lay ahead in the implementation; in what level did the adoption of this Law affected the increase in the number of reported illegal activities and in what level to resolving of such cases; what are the next steps in protection of whistleblowers in the context of implementation of the Anti-Corruption Strategy and Action Plan for Chapter 23 of European integration.

Besides representatives of Transparency Serbia, round table will gather representatives of the Ministry of Justice as a body that was responsible for the preparation of this Law, Ministry of State Administration and Local Self-Government and the Ministry of Labor who are responsible for oversight of the enforcement, courts that provide whistleblower protection and representatives of other government agencies, NGOs, media and other stakeholders.
